Town council makes numerous appointments for new year and beyond

Making appointments to various boards and committees and applying for grant funding towards the construction of a new solid waste management facility were among the items of concern for town council at its regular meeting on January 21.

Making appointments to various boards and committees and applying for grant funding towards the construction of a new solid waste management facility were among the items of concern for town council at its regular meeting on January 21.

Council authorized Tetra Tech Canada Inc. to prepare an application to the Investing in Canada Infrastructure Program (ICIP) for grant funding towards the construction of a new solid waste management facility and decommissioning of the current landfill, with the project(s) to include development of a closure plan and a conversion to inert landfill. Council agreed with the terms and conditions of this program, will manage    the construction of the project, fund the municipal share of construction cost, fund ongoing operation and maintenance and follow any mitigation measures as required by federal and/or provincial legislation.

Council approved the development of a public drop-off transfer station as outlined in the Town of Canora Solid Waste Management Feasibility Study completed by Tetra Tech Canada Inc.

Council made numerous appointments, some with term limits ending in 2020 while others will be perpetual.

Councillors appointed as deputy mayors were: Eric Sweeney, January; James Trofimenkoff, from February to April; Kerry Trask, from May to July; Sheldon Derkatch, from August to October and Brad Gabora, November.

Councillors were appointed to several standing committees and portfolios. Trofimenkoff (chair) and Sweeney were appointed to general government. Trask (chair) and Trofimenkoff were appointed to protective services. Derkatch (chair) and Gabora were appointed to public works. Brent Pelechaty will chair environment and health, where he will be joined by Derkatch. Sweeney (chair) and Trask were appointed to recreation and culture. Gabora (chair) and Pelechaty were appointed to planning and development.

The firm of Leland Campbell Kondratoff Persick was appointed the town solicitor and Baker Tilly was appointed the auditor, each until December 31.

Sheldon Danyluk, senior public works operator, was appointed as inspector for the town, including untidy premises and Dutch elm disease, on a perpetual basis.

The Commissionaires were appointed to handle bylaw enforcement, while Miles Hutchings was appointed to look after building inspection, each on a perpetual basis.

Michael Mykytyshyn, Chief Administrative Officer (CAO), was appointed as assessor and treasurer on a perpetual basis.

Vince Bailey was appointed as the pest control officer until December 31.             

Gabora was appointed to the Parkland Regional Library board until December 31. Appointed to the Canora Agricultural Society until December 31 were Trask and Gabora (alternate).

Trofimenkoff and Trask were appointed to the Canora and district fire protection board until December 31.

Derkatch was appointed to the Canora welcome statue committee to December 31.          

Appointees to the staff occupational health and safety committee were: Courtney Bourassa, administrative assistant, Mykytyshyn (alternate) and Derkatch and Sweeney (alternate) until December 31. Perpetual appointees to the committee are to include two Town of Canora employees and one member of the Canora Fire Department.

Appointed to the community planning commission to December 31 were: Rod Petrychyn, Glenn Dutchak, Deryl Ortynsky, Gabora and Pelechaty.                  

Lorne Kopelchuk, Bill Foreman and Ernie Gabora were appointed to the development appeals board until December 31.

Trofimenkoff was appointed to the Canora and district community benevolent fund administrative committee on a perpetual basis.

Gabora and Derkatch were appointed to the northeast area transportation planning committee on a perpetual basis.

Danyluk was appointed to the northeastern municipalities association on a perpetual basis.           

Appointed to the Canora rural public utility board until December 31 as non-voting representatives were Derkatch and Gabora (alternate).

Those appointed to the leisure services board until December 31 were: councillors Sweeney and Trask (alternate) and Arlette Bogucky, Leona Kitchen, Sharon Ripa, Tracy Bletsky, Aimee Ruf, Kristen Kelbaugh, Alfredo Converso and a representative from Canora Composite School.

Tourism committee appointments to December 31 were: Brandi Zavislak, community development officer; Councillors Gabora and Pelechaty (alternate); Candace Doogan, Jamie Wasyliw and Julia Westerman.                

Sweeney was appointed to the Whitesand River advisory council through December 31.              

Appointed to the Canora and district health care foundation until December 31 were Pelechaty and Derkatch (alternate).

Gabora and Trofimenkoff (alternate) were appointed to the Good Spirit Provincial Park advisory group until December 31. 

Trask and Sweeney (alternate) were appointed to the Canora Composite School community council until December 31.      

Trofimenkoff was appointed to the Canora Community Child Care Centre Inc. until December 31.         

Appointed to the Emergency Measures Organization control committee on a perpetual basis were: Mayor Jim Vewchar, Trask and Trofimenkoff.

Appointed as pest control contractors on a perpetual basis were: Ian Thomas; Nestor, Chester and Darcy Dutchak; Greg, Garry and Grant Landstad; and all public works employees.

In other council business, council hired Walker Projects of Regina to conduct a condition

assessment of the Canora Swimming Pool at an estimated cost of $6,500.00 as outlined in their January 17 proposal.

Council authorized Michael Mykytyshyn, Chief Administration Officer, to attend the election and dealing with difficult conversations workshops to be held March 27 in Melville.

Council authorized labourers Kris Currie, Robert Taylor and Brian Bernath to attend confined space entry training to be held January 23 at Parkland College in Yorkton. They were also authorized to attend the Powered Mobile Equipment (PME) training to be held January 24 at Parkland College in Yorkton.

Council authorized Currie and Bernath to attend fall protection training to be held January 22 at Parkland College in Yorkton.

Council authorized Roger Sabiston, labourer and Eric Boychuk, assistant water treatment plant operator, to attend the first aid course to be held February 11 and 12 at Parkland College in Yorkton.

Council approved the appointment of Deb Uhlow as secretary to the north east district board of revision for 2020 and 2021.

Council contributed $150 to Parkland Music Festival for 2020.
